Abstract: The development of information technology has brought tremendous changes to archives management, which not only improves the efficiency of archives management, but also achieves a wider range of resource sharing. However, information technology brings us convenience and also hides risks.In practice, how archivists can not only realize the value of archives, safeguard the rights of the state and citizens, but also promote the opening and sharing of archives information, truly reflect the cultural consciousness and professional self-confidence of archivists, this is a topic we need to think about. On the basis of explaining the professional power of archivists, this paper probes into the basis for archivists to exercise their professional power properly in opening and utilizing archives from three aspects of morality, system and law.And from the legal system construction, standard construction, information literacy training and improve the supervision mechanism and other aspects, put forward countermeasures, in order to promote archivists to exercise their professional power legitimately.
